The Resumption of Work and Production of Foreign-funded Enterprises and Policies to Benefit Enterprises
Meeting offered AmCham South China an exclusive opportunity to meet with government leaders from
the Department of Commerce of Guangdong, Foreign Affairs Office of Guangdong Province, Department of
Industry and Information Technology of Guangdong, and Department of Transport of Guangdong on April
20. The briefing was an opportunity to find out more about the ongoing policies of Guangdong Province
and helped resolve problems and difficulties faced by overseas commercial institutions in Guangdong due
to the epidemic. Deputy Director-General of Department of Commerce of Guangdong Province Mr. Chen
Yuehua, Director of Guangdong Board of Investment Promotion Mr. Zhu Xiaojun and Director of Division
of Marine Rights and Foreign Security in Guangdong Foreign Affairs Office Mr. Chen Jiasheng, together with
representatives from various overseas commercial institutions in Guangdong attended the meeting.
Dr. Harley Seyedin, President of AmCham South China, was invited to deliver a speech where he mentioned:
“Despite the negative impacts brought by the ongoing pandemic, our companies are doing well. The business
environment in Guangdong shows an upward spiral of improvement in recent years, with over 80% of
companies rating it as “excellent” or “good”. One can say without hesitation that this all depends on the
supportive policies and tremendous efforts of the Department of Commerce of Guangdong Province to create
an enabling and business-friendly environment.”
Officials from the Foreign Affairs Office of Guangdong Province and the Department of Transport of Guangdong
introduced the current policies for executives, experts and family members of foreign-funded enterprises to
come to China and the guaranteed measures for cross-provincial cargo transportation during the epidemic.
Subsequently, the representative of the Industry and Information Technology of Guangdong Province and
the Department of Commerce of Guangdong introduced the guarantee measures for the resumption of work
and production of foreign-funded enterprises and several policies that benefit enterprises, including the
Regulations on Protection of the Rights and Interests of Foreign Investors in Guangdong Province and the
Measures on Encouraging Multinational Corporations to set up regional headquarters in Guangdong Province.
After the introduction, government leaders responded positively to the questions of enterprise representatives.
Representatives from several institutions proposed there should be more seminars for companies in
Guangzhou to better understand the latest policies.
Deputy Director-General of the Department of Commerce of Guangdong Province Mr. Chen
Yuehua gave a closing remark in which he sincerely extended his thanks to AmCham South
China and its president Dr. Harley Seyedin for his decades of support to the Department of
Commerce of Guangdong and contribution to the business environment in South China. He
also stressed that under the epidemic, all people should be heart to heart and work together
