icy Watch: The Circuit Courts of the Supreme People’s Court
Deputy Chief Judge: Li Guangyu, had acted as the
Deputy President, a member of the CPC Group and a
member of the Trial Committee of the Intermediate People’s
Court of Shijiazhuang, Hebei Province, and a member of the
Trial Committee and the Chief Judge of the Administrative
Trial Tribunal and concurrently the Director of the General
Office of the Compensation Committee of the High People’s
Court of Hebei Province. He is concurrently a member of
the Administrative Law Institute of China Law Society, an
adjunct professor of Shanghai Jiaotong University, the
Deputy Chief Judge and a judge of the Administrative Trial
Tribunal of the Supreme People’s Court.
Deputy Chief Judge: Wang Jinya, had previously acted
as the Deputy Director of the Political Department and the
Department of Organization and Personnel of the Supreme
People’s Court, a judge of the Supreme People’s Court and the Supreme People’s Court and a Second-Level Grand Justice.
Deputy Chief Judge of the Case Filing Tribunal No. 1 of the
Supreme People’s Court and is now the Deputy Chief Judge of
the Fourth Circuit Court of the Supreme People’s Court.
The Fifth Circuit Court:
Chief Judge: Li Shaoping, postgraduate degree, PhD
in Law, professor, is currently a member of the CPC Group,
the Deputy President and a member of the Trial Committee
of the Supreme People’s Court, the Secretary of the CPC
Group and the Chief Judge of the Fifth Circuit Court of the
Supreme People’s Court and a Second-Level Grand Justice.
Deputy Chief Judge: Liu Zhumei, graduate degree,
master in Law, had acted as a clerk, an assistant judge and
a judge of the Supreme People’s Court since 1983. She was
a visiting scholar in Kyoto University of Japan from 1990
to 1991. From 2005 to 2007, she temporarily served as a
member of the CPC Group, the Deputy President and a
member of the Trial Committee of the High People’s Court
of Chongqing. She acted as the Deputy Chief Judge of
the Civil Tribunal No.2 of the Supreme People’s Court in
December 2006 and the Deputy Chief Judge of the Fifth
Circuit Court of the Supreme People’s Court.
Deputy Chief Judge: Wan Yonghai, PhD degree, had
previously acted as the Chief Judge of the Criminal Tribunal

No.1 of the Intermediate People’s Court of Dongying and
the Deputy Chief Judge of the Criminal Tribunal No. 1 of
the Supreme People’s Court and is currently the Deputy
Chief Judge of the Fifth Circuit Court of the Supreme
People’s Court.
The Sixth Circuit Court:
Chief Judge: Zhang Shuyuan, postgraduate degree,
PhD in Law, had acted as the Deputy Director, the Director,
the Deputy Director-general and the Director-general of the
Research Institute of the Political and Judiciary Commission
under the Central Committee of the Communist Party of
China and is currently the Deputy President, a member of
the Trial Committee and a judge of the Supreme People’s
Court, and the Chief Judge of the Sixth Circuit Court of the
Deputy Chief Judge: Zhang Ming, had served as the
Deputy Chief Judge of the Criminal Adjudication Tribunal
No. 5 of the Supreme People’s Court successively and is
currently the Deputy Chief Judge of the Sixth Circuit Court
of the Supreme People’s Court.
Deputy Chief Judge: Yang Yongqing, had served as
the Deputy Chief Judge of the Environmental Resources
Adjudication Tribunal of the Supreme People’s Court and
temporarily served as a member of the Standing Committee
of the Municipality and the Deputy Mayor of Wuzhou
Municipality. He held the post of the Deputy Chief Judge
of the Civil Adjudication Tribunal No. 2 of the Supreme
People’s Court in 2015 and the Deputy Chief Judge of the
Sixth Circuit Court of the Supreme People’s Court in 2016.
