To facilitate the development of quality
projects in GADD, a series of measures and
policies in project entry, industry support,
pooling talents, scientific innovation and
other aspects are formulated. For example, a
lump-sum award is given to quality projects;
operational contribution awards are given to
quality enterprises based on their economic
contribution (awards ranging from 0.1%
to 0.3% of annual sales revenue); senior
management are awarded up to 100,000
RMB. Other incentives include exemption of
customs inspection fees and appraisal and
technical review fees incurred in examination services for investment projects enable investors to

• Efficient Services
GADD is Guangzhou’s only pilot project included
in the enterprise investment project list for pilot
management of Guangdong Province. For all
enterprise investment projects, the examination
and approval can be completed via the Internet,
boosting openness, transparency, convenience
and high efficiency; the process and standards of
examination and approval as well as application
materials are standardized to reduce discretion;
one-stop acceptance of any projects subject to
examination and approval in an integrated manner
shortens the review period by at least 50%. At the
same time, professional and customized follow-up
set their hearts at ease.
