8 White Paper on the Business Environment in China
Top Three Challenges Companies Face in South China
Most companies surveyed claimed the top three major challenges in South China were
fierce local competition, increasing human resource costs, and shortage of qualified
talent. These results not only are consistent with those of last year, but also resonate with the
reasons why companies transferred their reinvestments to other markets in this year’s survey.
It showed that these major issues have not been fully resolved. Further relocations of business
operation could be highly possible. At the same time, although most of the surveyed compa-
nies said that there are considerable human resources advantage in South China, many enter-
prises still claimed that the quality of personnel was not high enough, demonstrating that the
overall quality of human resources in Southern China needs to be improved quickly.
