About the highest civilian honor awarded by U.S. Department of Commerce, the “Peace through Commerce Medal” : 

Less than 20 persons and organizations around the world have been awarded this prestigious medal since initially commissioned by Thomas Jefferson in 1790.

In 1790, the first U.S. Secretary of State, Thomas Jefferson serving under the first U.S. President George Washington, conceived and helped design this medal as a gift to foreign diplomats "on their taking leave of us." The famous French sculptor and engraver Augustin Dupré created the die from which the medals were struck.

In 1792, the medals were presented to the Marquis de la Luzerne and to the Count de Moustier, who had served as Ministers from France to the United States. After that, however, this medal was no longer used as an official diplomatic gift.

The obverse of the medal features the inscription "TO PEACE AND COMMERCE".  Symbolized by an Indian princess, America holds a cornucopia and welcomes Mercury (aka, Hermes), the god of science and commerce to the United States. Date: "IVJUL.MDCCLXXVI" (July 4, 1776)

On the reverse side is one of the most accurate versions of the Great Seal ever created: correctly showing the rays of light "breaking through a cloud," as specified in the official 1782 description of the Great Seal.

The award, reintroduced by U.S. Department of Commerce Under Secretary for International Trade, Francisco Sánchez, Honors an individual, group, or organization, either domestic or abroad, who help Promote peace and commerce and whose actions have significantly promoted and developed U.S. export initiatives, encouraged innovative approaches, and improved overall U.S. trade relations.
